not at all. i do develop my film at a one-hour photo and scanned, a 36shot roll for 3.97. i buy my film for less than 2 dollars on ebay (expired but they still works fine, even after 5 or 10years)
then i get my picture on computer i can adjust contrast and everything with photoshop.
it depend what your looking for, but for a SLR (single lens reflex camera), going film is much cheaper than digital. you can get very good lens for 50$ (some for 10$, some for 100$)
if you take the digital way, you usually end up with a do-it-all zoom lens that is not so good. and youd pay the set 1000$
good thing about having a few lens, is when you get fixed focal lenght lens, the aperture is bigger and qualitity is better.
now with digital if you want a new lens, even a common one its like hundreds of dollars.
film:
- good used market, cheap lens available (depend on the brand - olympus is a good one, i guess canon and nikon too)
- have to compose every frame, as you have always in mind that its a part of the film you just used.
-feeling.
-reliability. good mechanical camera will still be good in 10years
-maximum creativity allowed

you can have a great slr for cheap if the money is an argue.
a SLR + 2 or 3 lens for under 100$ is common
